What should we do if people leave the guild and ask to come back?
a) Reject him
b) Accept him as a Trail Member
c) Accept him and give him back the rank he had before leaving

Arm wrestling is an unsafe way of settling conflicts, because someone could break their arm. You're Better solving disagreements with a fight to the death.

it would depend on why they left. for instance if they believed they were leaving the game for good, then somehow managed to get back, I would allow c. for most other cases, I would put it up to a vote.
